I believe they don't get blind spot monitoring for one - something to do with legislation issues or something like that.

Not a legislation issue. VW Touareg has blind spot monitoring in the US.

I think they may have started to include blind spot monitoring by accident, then started charging for them, in the US. They were not an option in Canada, you had to have them, or you could not have a car. See this thread.
What is timed climate control via remote? Is that an option outside of US?

Wish that we had the blind spot monitor in the US. The Evoque needs it!
The rest of the list looks correct. I would add that US doesn't have the half leather seat option, not that many would order it anyway.
Oddly, we can adjust the headlight dip from LHD to RHD, which is useless for this continent. And we do get panoramic roof as standard.

I ordered set of floor mats from UK and they are different, they don't fit , of course they are made for RHD vehicles.
Another difference is NA cars have yellow/amber side lights. UK/Europe have all white.
And definitely the NA seats package sux big time. The dynamic ones are so uncomfortable with very limited adjustment. Seems like LR is penny wise and pound foolish, even our low end cars have 16 ways to adjust both driver and passenger seats, evoque is proud to have 6/4 crap. They don't realize that that is most used part of a vehicle.
The dynamic wheels are not so impressive, people in Europe think opposite.
Blind spot is available to coupes only, I believe they are offering on 5dr ones also.
And yes rear and back windows are tinted as standard.
