Why was he not permanently banned from driving in the UK

Just found this scarey item on the BBC News website - punishment wasn't enough in my view.

A Pangea Green New Defender 110 First Edition is now sitting on my drive alongside British Racing Green Electric Mini Cooper SE Level 3. After 21 years in my hands my TDI300 90 was handed on to the next custodian on 15 July 2022.

Probably wasn't banned from the UK roads as the judge would infringe his human rights!

Well I was hit by an American on business. Known alcoholic . Hit us at 80mph to pas side on a roundabout.
Got banned here for a year and Cld go back to America and drive.
Found out he worked at ba so informed them. He lost his job unlucky
