PDC front is obligation for dynamic

Is this true? My dealer told me that I have to order front PDC for 390€ if I order the dynamic.
But why did LR not directly put in in the dynamic package? This would be more transparent. This way is very confusing. They named it option but it is a duty.

It is only obligatory until December production. Not sure why, but it is mentioned in the price list.

That's is a good sign. That means my car will be produced before December!!!
This hint makes sence to me. I think the mold for bumper production without PDC is not finished right now. That's why Pure models will come later, too.
