At present they have said they can re order it for me but having waited 4 months for this one I dont want to wait for 4 more months.

If the car is missing parts then it is the dealer that have f***ed up! On my cars the dealer always sends me the screen shot of the Topix pre build print to show me that the car was to be built wih the options specified. If a part is not available (think back to xenon headlights and certain types of paint when due to the awful earthquake in Japan) then the order will be rejected back to the dealer until they have removed the conflict or issue.
Stadt Panzer is quite right, cars are built to order and the dealer order generates the order to the parts suppliers to supply the factory with trim and spec in the right order for the time your car goes down the line. If you ever visit a car factory (regardless of make) then as soon as the body is built and painted then a massive wedge of paper or electronic tag is attached to the car and before it leaves each part of the fit out (electrics, interior, glass etc) process it is check by the supervisor against the required spec, so these things can't happen.
Sadly the reality of the situation is that your dealer has ordered the car you requested and if JLR could not build your spec trim/combination failed to tell you that before the order close off point was reached (normally production minus 4 to 8 weeks depending on manufacturer).
