I was looking at this over weekend, you are quite correct every push of the button sends power to the lock release on the tailgate itself.
Seems you would only need to operate a relay off that same feed to operate the switch.
I think a bit of aditional circuitry might be required to inhibit the relay being allowed to operate until the tailgate is at least part way open but that could be as simple as a reed relay/magnet (as used in alarm door contacts but normally closed instead of normally open) in series with the relay.
So some wire, relay, alarm contacts and sime imagination and your away!

On my old car I actually have to hold the remote key down until the tailgate is closed, so I tried that for the heck of it — nothing.
Then I locked the latch with a stick and hit the remote again — it unlocked the latch. Presumably that's the only thing it does when it's open, trying to unlock the unlocked latch, thus there is only the sound from the unlocking mechanism and not the latch.
The weird part though is that after this stunt the tailgate couldn't be closed with the button on the tailgate. I had to manually force the tailgate below the last "two inch" threshold before something happened.
