I would say it is a service tech taking a 'dead' car around the block to get some power into it - I assume it couldn't hold it's own charge.
Nevertheless, what a thoroughly f***ing retarded thing to do!.

No doubt the dealer will probably pass this car on to it's owner saying no fault found, the battery's working just fine...
