Hesitation to me means an unexpected or awkward pause before reaction when you hit the gas. Or do you mean that when you're moving and take your foot off the gas to coast there's a jerky reaction? Maybe poor fuel delivery, Blocked filter? or EGV valve? Although with a fuel filter you'd probably notice it at high speed more.
