What is this?

In the spec sheet I have there is an "Electrical Positive Temperature Coefficient Heater" on all models ....................... is this what us RR regulars call the FBH (Fuel Burning Heater)? ie the engine pre heater that comes on automatically at 5c or below to speed cabin warm up and reduce cold start emissions on cold mornings?
A Pangea Green New Defender 110 First Edition is now sitting on my drive alongside British Racing Green Electric Mini Cooper SE Level 3. After 21 years in my hands my TDI300 90 was handed on to the next custodian on 15 July 2022.

Looks to me (based on a quick google) like its just a heater for the cabin...rather than relying on the temperature of the engine to heat the car.
