I'd expect every manufacturer to be under suspicion, but doesn't mean they have been cheating the system.

And some may well produce more Nox in tests different to the standard tests, they can only really be accounted for if they are deliberately deceiving the standard tests as in the case of VW.

Already GM's Insignia and a couple of other models have been named as being very high emitters outwith the speed bands set by the EU, once above walking pace it has been found that some GM engines are emitting 4 times more CO2 and up to 10 times more NOX than is permitted at the slower speeds!

Have we had the discussion about poor fuel consumption being an explanation for not trying to cheat the emissions. Or conceivably, is our situation ultimately worse than we already know it to be!
