Does anybody know how this feature works? Do you have to pay a monthly fee for viewing it?

I'm assuming that in the UK our home TV licence would cover watching in the car as it would for a laptop or mobile phone.
Do you pay any licence fee in Canada?

Yep UK TV license covers vehicles.

In South Africa, the price for the TV licence is incorporated into the price of the TV option, or car if its standard
