Just compared that with the Nov 11 pdf and you are right, it is showing as an option and if I'm not mistaken on the configurator some interior options have changed, but it is a long time since I looked at that.
Evoque No3: MY15 Dynamic Lux SD4, Auto, Santorini Black, Pimento Dynamic Plus Sports Seats, Ebony headlining, Pan Roof, Shadow Chrome Alloys.

mine just went into build... or has completed build... and definitely has xenons.
I did order mine in october... seems its just the UK that couldnt order xenons for some reason on the pure for some time.
Evoque Round 2: Fuji Si4 Dynamic - 5dr. Pursuit interior. Dynamic Tech Pack. Adaptive Xenons. 19in Standard Alloy wheels. 
Contrast black roof (to be painted soon). (Previously a Firenze Pure owner - still my favourite colour  )
