The finishing kit for pan roof are needed as I had this fitted myself. The pan roof kit is actually 4 covers that fit over the mounting points were the original covers were fitted. (VLVR0089)

Yes you do indeed require the finishing kit, whether solid or pano roof,
"Roof Trim Finisher Kit (required when fitting roof rails) – Panoramic Glass Roof Vehicles - Part No: VPLVR0080.."
