The cars don't come with DRL enabled here in the states.

Took it to dealership to enable DRL, and they fought and fought with it for 3 hours. Finally, using a factory code, they told me "success."

However, now, when I put it in drive, the headlights come on. I was under the impression that DRL meant only the LED side lamps would activate.

Is this correct? How do they act in other countries where DRL are enforced?

Normally DRL is high beam at half the power. The DRL my dynamic came with has only signature light on during the day drive. Hope this is helpful. Wink
the leds are only on the Xenon lights only.
Here there are LED DRL's on halogen lights, they're just not signature style;

maybe the set the wrong lights to come on as drl???
