Cooling Fan Help

I have a 2012 Evoque Dynamic that both the a/c fan and radiator cooling fans have stopped working. I have checked and swapped the fuse, relay, and tested both fan motors and they are all fine. I have power going to the fan module and I am able to hook it up to a scan tool and power on both fans that way. I’m not sure if there is something else I can try before I have to pay to have it diagnosed so any help or advice would be greatly appreciated.
