A Range Rover Evoque owner one day found a note attached to his SUV, saying, more or less, to move the vehicle or pay 100,000 rubles, about $1,750 US. Do so or else.

I'd say no. The paint will have got everywhere. You'd need to replace everything touched by the paint.
