Hid mode problem

hello , i just conversion from oem halogen to hid headlight everything work good, except th hid not have perfect aim, one headlight is seem not brighter than another , i use oem ballast and oem hid 3ds, any one can help me thanks, can i change the oem ballast nto after market work with oem 3ds to slove this problem.
