Headlight height adjustment not working

Headlight height adjustment not working

Recent discoverred headlight height adjustment is not working.
Both headlights do not move when turning the knob in the dashboard.
Fuse has been checked by the RR dealer. He also mounted a knew knob, without any result.
Due to limited time he could not find the rootcause of this problem.
Does anyone has any knowledge how this system works?
