Foot caught on steering rack

Had a shock yesterday when my foot got caught in the steering rack under the pedals.

Is it supposed to be uncovered?

I had this happen to me in my test drive and wondered if it was the type of shoes I had been wearing, but surprised this has not been mentioned already.
